Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``American Enrichment Deployment Act''. SEC. 2. LICENSING OF URANIUM ENRICHMENT FACILITIES. (a) In General.--Section 193 of the Atomic Energy Act of 1954 (42 U.S.C. 2243) is amended-- (1) by striking subsections (a) and (b) and inserting the following: ``(a) At-Risk Construction.--Commencement of construction of a uranium enrichment facility prior to the issuance of a license under sections 53 and 63 for that facility shall be permitted under the same terms and conditions applicable to other fuel cycle facilities licensed under such sections.''; (2) in the first sentence of subsection (c), by striking ``construction and''; and (3) by redesignating subsections (c) through (f) as subsections (b) through (e), respectively. (b) Regulations Required.--Not later than 180 days after the date of enactment of this Act, the Nuclear Regulatory Commission shall issue or revise regulations to carry out this Act and the amendments made by this Act.
