Trooper Phillips ran Awbrey’s license plate number and discovered that Awbrey’s driver’s license had been suspended. Trooper Phillips then initiated a traffic stop. When Trooper Philips approached Awbrey’s vehicle, Awbrey asked that Trooper Phillips “not take [Awbrey] to jail.” Tr. Vol. II p. 185.
