Officers responding to the scene discovered Richard Walters slumped over his airbag, and he was pronounced dead shortly thereafter. Morrow, the driver of the other vehicle, was combative, screamed at first responders, and acted with hostility and aggression. Police handcuffed Morrow and searched his vehicle. The search revealed marijuana and oxycodone as well as a glass smoking device.
