Michael had just exited the tollbooth at Portage, Indiana. Trooper Rose had just conducted a traffic stop on the eastbound lanes and made a U-turn through traffic cones to enter the westbound side of the highway. Although it was a dark night, the weather was clear, and the road was well illuminated.
