The truck—later determined to be driven by McKinney—appeared to be traveling at the speed limit as other vehicles going over the speed limit passed it. Trooper Chol noticed that, when McKinney applied the brakes, the rear brake light lit up with an amber or white color instead of the statutorily-required red color.
