Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Stopping Hidden Interests and Non- disclosure in Elections Act'' or the ``SHINE Act''. SEC. 2. REQUIRING POLITICAL COMMITTEES TO FILE SEPARATE REPORTS FOR CONTRIBUTIONS RECEIVED FEWER THAN 20 DAYS BEFORE ELECTION IN WHICH COMMITTEE MAKES CONTRIBUTIONS OR EXPENDITURES ON BEHALF OF A CANDIDATE OR POLITICAL PARTY. (a) Requirement.--Section 304(a)(6)(A) of the Federal Election Campaign Act of 1971 (52 U.S.C. 30104(a)(6)(A)) is amended by striking the first sentence and inserting the following: ``
