As part of the project he was working on, Burbank had to make several trips up and down the basement stairs to access a crawlspace. The stairs were steep and narrow, and the stairway was poorly lit. The top step was just 7.125 inches in depth, and only about half of Burbank’s foot fit on the step. On one of his trips, Burbank lost his footing on the top step and fell to the bottom of the stairs.
