The complaint alleged that the State negligently failed to repair a downed stop sign at an intersection and that Sparks was injured as a result of a motor vehicle accident at that intersection. On May 21, 2024, the parties began mediation. At the conclusion of the mediation, the parties entered into the Settlement Agreement.
