Trooper Hatchett noticed that the truck had no functioning license-plate light and that its frame appeared to be broken and therefore unsafe, both of which constitute traffic infractions. Trooper Hatchett stopped the truck and identified its occupants as driver Joseph Lawson and passengers Cherie Lawson and Cox.
