AN ACT proposing to amend Section 77 of the Constitution of Kentucky relating to limiting the Governor's ability to grant pardons.
Propose to amend Section 77 of the Constitution of Kentucky to prohibit the Governor from pardoning persons that have not been convicted of a crime, unless the person is currently being investigated or prosecuted in connection to a crime; provide ballot language; submit to voters for ratification or rejection.
