AN ACT proposing an amendment to Section 145 of the Constitution of Kentucky relating to persons entitled to vote.

Propose to amend Section 145 of the Constitution of Kentucky to prohibit persons from voting who are determined to be mentally incompetent by a court of competent jurisdiction and such determination has not been set aside; provide ballot language; submit to voters for ratification or rejection.
