Morganthaler”) observed K.H., who he knew from prior encounters to be a juvenile, cross the street without utilizing a crosswalk in violation of a city ordinance. K.H. caught Corp. Morganthaler’s attention because of the way he was holding his hands near his midsection which, based on Corp. Morganthaler’s experience as a police officer, was consistent with an attempt to conceal a firearm. Corp.
