Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. REFERENCES. Except as expressly provided otherwise, any reference to ``this Act'' contained in division A of this Act shall be treated as referring only to the provisions of that division. SEC. 4. EXPLANATORY STATEMENT. The explanatory statement regarding H.R. 7147 of the 119th Congress, printed in the House of Representatives section of the Congressional Record on January 22, 2026, and submitted by the chair of the Committee on Appropriations of the House of Representatives, shall have the same effect with respect
