R. 8439 To establish a nonpartisan commission on natural disaster risk management, insurance, and other financial and economic protections, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES April 22, 2026 Mr. Carbajal (for himself, Mr. Evans of Colorado, Mr. Carter of Louisiana, and Mr. Ezell) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned _______________________________________________________________________ A BILL To establish a nonpartisan commission on natural disaster risk management, insurance, and other financial and economic protections, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Commission on Natural Disaster Risk Management and Insurance Act''. SEC. 2. ESTABLISHMENT. There is established an independent, nonpartisan Commission on Natural Disaster Risk Management and Insurance (in this Act referred to as the ``Commission''). SEC. 3. MEMBERSHIP AND STRUCTURE. (a) Appointment.--The Commission shall be composed of-- (1) 8 members who shall have general knowledge and expertise in insurance, reinsurance, insurance regulation, policyholder concerns, emergency management, risk management, public finance, financial markets, actuarial analysis, flood mapping and planning, structural engineering, building standards, land use planning, natural disasters, meteorology, seismology, environmental issues, quantitative catas
