Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Providing Resources and Oversight for Tactical Equipment to Communities and Troops Act''. SEC. 2. TRANSFER OF EXCESS PERSONAL PROPERTY FOR LAW ENFORCEMENT ACTIVITIES. Section 2576a of title 10, United States Code, is amended by adding at the end the following: ``(h) Agency-to-State Coordination.-- ``(1) Procedures.--The Secretary of Defense shall establish standardized procedures to solicit and consider input from State coordinators and relevant Federal stakeholders regarding program policy and the designation of controlled property. ``(2) Priority.--Such procedures shall include annual consultations to prioritize transfers that support counterdrug, counterterrorism, disaster-related emergency preparedness, and border security activities. ``(i) Training Standards.-- ``(1) In general.--The Secretary of Defense shall establish minimum annual training standards for State coordi
