Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``War Powers Priority Procedures Modernization Act''. SEC. 2. PRIORITY PROCEDURES FOR JOINT RESOLUTION. (a) Congressional Action.--Section 5(c) of the War Powers Resolution (50 U.S.C. 1544) is amended by inserting ``or joint resolution'' after ``concurrent resolution''. (b) Congressional Priority Procedures for Concurrent Resolution or Joint Resolution.--Section 7 of the War Powers Resolution (50 U.S.C. 1546) is amended-- (1) in the section heading, by inserting ``or joint resolution'' after ``concurrent resolution''; (2) by inserting ``or joint resolution'' after ``concurrent resolution'' each place it appears; and (3) by adding at the end the following: ``(e) In the case that a joint resolution passed by both Houses should be vetoed by the President, the time for debate in consideration of the veto message on such joint resolution shall be limited to 20 hours in the Senate and 2
