On January 21, 2021, Paxson registered his principal address with the Vanderburgh County Sheriff’s Department (“VCSD”), as he was required to do as a sex or violent offender pursuant to Indiana Code chapter 118-8. Ordinarily, Paxson would have signed his registration form, but VCSD had suspended the requirement due to the Covid-19 pandemic.
