On December 28, 2021, Lafayette Police Sergeant Daubenmier1 and Officer
Daniel Anthrop observed Souffant walking along State Road 26 in Lafayette.
Souffant was walking with “his arm pinned to his side,” which caused Officer

Anthrop to become concerned that he “may be pinning a firearm between his
clothing and his body.” Tr. Vol. II p. 8. Sergeant Daubenmier attempted to
talk to Souffant, who refused and kept walking.
