Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``National Transit Frontline Workforce Training Act''. SEC. 2. TRANSIT WORKFORCE CENTER. Section 5314 of title 49, United States Code, is amended by adding at the end the following new subsection: ``(d) Transit Workforce Center.-- ``(1) Establishment.-- ``(A) In general.--The Secretary shall establish a transit workforce center (in this subsection referred to as the `Center') and award grants to a qualified nonprofit organization to carry out the mission and duties of the Center pursuant to this subsection. ``(B) Qualified nonprofit organization.--For purposes of subparagraph (A), a qualified nonprofit organization is an entity that-- ``(i) is a nonprofit organization; ``(ii) operates nationally; ``(iii) has demonstrative experience in, and abilities regarding-- ``(I) the provision of technical assistance to address issues in public transportation workforce development; and ``(II) outreach and marketing activities that focus on current and emerging public transportation workforce development needs; ``(iv) undertakes activities to support sta
