Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``One Giant Licensing Electronic Application Portal Act'' or the ``One Giant LEAP Act''. SEC. 2. ELECTRONIC PROCESSING PORTAL FOR LICENSES AND OTHER APPROVALS RELATED TO COMMERCIAL SPACE LAUNCH ACTIVITIES. (a) In General.--Chapter 509 of title 51, United States Code, is amended by adding at the end the following new section: ``Sec. 50925. Electronic processing portal for licenses and other approvals related to commercial space launch activities ``(a) Establishment.--Not later than one year after the date of the enactment of this section, the Secretary of Transportation shall establish an electronic system (in this section referred to as the `Portal') for processing applications and carrying out other secretarial functions with respect to licenses and other approvals under this chapter. ``(b) Functions.--The Portal shall facilitate the following functions:
