Stop Oil Exports to Lower Gas Prices Act

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Stop Oil Exports to Lower Gas Prices Act''. SEC. 2. PROHIBITION ON EXPORTS OF CRUDE OIL, GASOLINE, AND DIESEL FUEL DURING PERIOD OF MILITARY OPERATIONS AGAINST IRAN. Section 101 of division O of the Consolidated Appropriations Act, 2016 (42 U.S.C. 6212a) is amended-- (1) in subsection (b), by striking ``subsections (c) and (d)'' and inserting ``subsections (c), (d), and (f)''; and (2) by adding at the end the following: ``(f) Additional Exception.-- ``(1) In general.--Notwithstanding any other provision of law (including the other provisions of this section), except as provided in paragraph (2), the export of crude oil, gasoline, and diesel fuel shall be prohibited during the period beginning on the date of the enactment of this subsection and ending on the date on which the President-- ``(A) declares that military operations against Iran which began in March 2026 have ceased; and ``(B) determines and certifies to Congress that the Strait of Hormuz is fully open and global shipping through the Strait has resumed; and ``(2) Waiver.--In the case of a proposed export of crude oil, the President may
