Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Removing Excessive Cuts to Outpatient and Vital Essential Rehabilitation Act of 2026'' or the ``RECOVER Act of 2026''. SEC. 2. ELIMINATING THE PAYMENT REDUCTION FOR CERTAIN MULTIPLE THERAPY SERVICES UNDER THE MEDICARE PROGRAM. (a) Physician Fee Schedule.--Section 1848(b)(7) of the Social Security Act (42 U.S.C. 1395w-4(b)(7)) is amended, in the second sentence, by inserting ``(or, in the case of such services furnished on or after January 1, 2027, 0 percent)'' after ``50 percent''. (b) Outpatient Therapy Services and Comprehensive Outpatient Rehabilitation Services.--Section 1834(k)(7) of the Social Security Act (42 U.S.C. 1395m(k)(7)) is amended by inserting ``(or, in the case of such services furnished on or after January 1, 2027, 0 percent)'' after ``50 percent''. <all>
