Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Create Expedited Reviews to Transform American Infrastructure Now Act'' or the ``CERTAIN Act''. SEC. 2. AUTHORIZATION CERTAINTY. (a) In General.--Except as provided in this subsection or explicitly provided in any other provision of law, a Federal agency may not revoke, rescind, withdraw, terminate, suspend, amend, alter, or take any other action to interfere with an authorization unless-- (1) the Federal agency is required to take such action by order of a court of competent jurisdiction; (2) such action is necessary to prevent specific, immedia
