Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Highways First Act''. SEC. 2. TRANSFER OF HIGHWAY AND TRANSIT FUNDS. Section 104(f) of title 23, United States Code, is amended-- (1) by striking paragraph (1); and (2) by redesignating paragraphs (2) and (3) as paragraphs (1) and (2), respectively. SEC. 3. TRANSFER OF AMOUNTS AND NON-GOVERNMENT SHARE. Section 5334(i) of title 49, United States Code, is amended by striking ``(1) Amounts'' and all that follows through the enumerator for paragraph (2). <all>
