Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Lowering Utility Bills Act''. SEC. 2. REQUIREMENTS FOR AND RELATING TO TRANSMISSION PROVIDERS. (a) In General.--The Federal Power Act is amended by inserting after section 206 (16 U.S.C. 824e) the following: ``SEC. 206A.
