Officer Pogorov and his partner, Officer Reggie Thomas, located Mother, who denied that she had had an active warrant and then “pulled out a gun” in front of the Children. Tr. Vol. II p. 126. One of the Children stepped between Mother and Officer Pogorov, who requested backup, and Mother started “running away[.]” As Mother fled on foot, the Children attempted to follow her.
