The facts, as set forth in our prior opinion, are as follows:
In 1998, Shibli was convicted of two counts of Class C felony
child molesting in Indiana, for which the trial court sentenced
him to eight years of incarceration. Shibli was released to parole
and advised of his obligation to register as a sex offender under
the Indiana Sex Offender Registration Act (the “SORA”).
