Repeals a chapter that concerns the effective date of a bill that is passed by the general assembly over the governor's veto. Removes obsolete provisions and conforms certain statutory provisions to the rules of the house and senate. Specifies that a bill passed during a regular or special legislative session must be presented to the governor within seven days of sine die adjournment.
