At approximately 11:45 p.m., Officer James abruptly stopped his police vehicle to avoid colliding with the automobile in front of him. As that vehicle’s license plate was not illuminated, Officer James activated his emergency lights, stopped the vehicle, and contacted dispatch to report his location.
