As Deputy Brown started to follow the vehicle in his marked police cruiser, the driver—Terry Day—sped away. Day ultimately stopped when another officer, Deputy Garrett Hoppock, blocked a nearby intersection with his police vehicle. As the officers approached the SUV, Deputy Brown ordered Hartwell, the passenger, to exit the vehicle.
