Staff Report
For school leaders, a recent statewide gathering offered both a moment of recognition and a reminder of the work that continues behind the scenes of public education.
Members of the Delphi Community School Corporation (DCSC) Board of School Trustees and district leadership attended the Indiana School Boards Association (ISBA) Spring Dinner Meeting, where educators from across the state came together to share insights, track legislative changes and celebrate leadership.
The regional event served as more than a routine update. School board members and superintendents heard key takeaways from the 2026 legislative session, including new laws, policy shifts and court decisions expected to shape how school corporations operate in the months ahead. For both seasoned and newer board members, the session provided a chance to better understand the evolving responsibilities of governance in Indiana schools.
But the evening also turned to recognition.

Through the ISBA’s Exemplary
Governance Awards program, districts and individual board members were honored for their commitment to professional development and effective leadership — efforts that often take place outside public view.
Delphi Community School Corporation was among those recognized, earning distinctions at multiple levels:
Level 1 — DCSC Board of School Trustees
Level 2 — Zach Owen
Level 3 — Mike Priest and Gil Smith
Level 4 — Kirk Schwarzkopf
Each level reflects a deeper investment in training and leadership growth, with Level 4 representing the program’s highest honor.
“These recognitions are a testament to the commitment our board members have to continuous growth and strong governance,” said Dr. Pamela Moore, superintendent of Delphi Community School Corporation. “Their dedication directly supports our mission of providing high-quality educational opportunities for every student.”
Moments like the ISBA spring meeting highlight a quieter side of school leader ship — one rooted in preparation, policy and long-term planning. As Delphi schools continue working toward district goals, leaders said opportunities to learn and connect with peers remain an important part of that effort.
DCSC officials also extended congratulations to award recipients and expressed appreciation to ISBA for providing opportunities to support and recognize school leadership across Indiana.
