Hospital disclosures and requirements.

Requires hospitals to tell women in premature labor whether the hospital can handle the delivery and care for the infant. If the hospital lacks the right capabilities, it must disclose that before admission. If the baby is transferred to a higher-level hospital, the mother must be offered transfer too.
