The bicycle did not have a light or reflector and was on the wrong side of the street. Officer Cruz activated his marked police vehicle’s lights and siren, drove alongside Bowen, and ordered him to stop. Bowen refused and fled on the bicycle. At that point, Officer Cruz radioed other officers in the vicinity about the incident.
