Arp II was an employee of the Indiana State Police (ISP), first as a state trooper, and then as an employee on disability status after he was injured in the line of duty. After being classified as permanently disabled, Arp began receiving long-term disability (LTD) benefits pursuant to the terms of a Pension Trust Agreement (the Trust) and Supplemental Trust Agreement (the Supplemental Trust) (together, the Trust Agreements). While continuing to receive LTD benefits, Arp attended law school.
