Larson-Danielson was one of several construction companies hired for the project. During construction, Radziwiecki lived in “close proximity” to the work site. Tr. Vol. 1 at 7. Because of the heavy machinery and equipment used to construct the new police building, at various times, Radziwiecki’s “whole house was shaking” and the “surrounding ground experienced ground vibrations and tremors.” Id. at 7–8, 24.
