Vol. 2 at 111. Two officers located Walker unconscious in a bathroom stall with an open can of alcohol nearby. She woke up when they shouted several times and shook the door of the stall. She was “erratic and had some slurred speech” and when asked to stand up, “she was unsteady with her balance.” Id.
