In the years following his convictions, Sims filed numerous 1 lawsuits seeking to establish that the convictions were the result of a conspiracy against him by public officials. As described by this Court in 2003, Sims has a “penchant for litigation, regardless of the merits of his claims or prior adjudications of competent courts.” Sims v. Scopelitis, 797 N.E.2d 348, 352 (Ind. Ct. App. 2003), trans. denied.
