On August 18, 2022, around 7:30 p.m., Morgan County Sheriff’s Deputy Kyle
Seward (“Deputy Seward”) was parked in his fully marked patrol vehicle on the
median of Interstate 69 4 in Morgan County. Deputy Seward observed an
orange Dodge Charger driving southbound that was following the car in front
of it too closely, so he decided to conduct a traffic stop.
