Structure of Plaintiffs ALI is a national, patriotic veterans’ organization chartered under federal law by Congress in 1919 and is statutorily endowed with perpetual existence. ALI was created to serve multiple purposes, including “to cement the ties and comradeship born of service” and “consecrate the efforts of its members to mutual helpfulness and service to their country.” 36 U.S.C. § 21702(4)–(5). As part of its federal charter, ALI may establish state and local chapter or post organizations.
