Trooper Davis was positioned at the 349-mile marker. Before northbound traffic reached the worksite, informational signs were positioned starting around mile marker 347 providing notice of the construction zone to northbound traffic. At mile marker 348.8, there were “55 mile an hour . . . signs” that were “full time signs” posted “on both sides of the road[.]” Tr. Vol. I p.
