Tr. Vol. 3 p. 106. Several VPD officers, including Sergeant Cody Martin (“Sergeant Martin”) and Officer Robert Kincaid (“Officer Kincaid”), responded to the scene where they encountered Jeremy Moore (“Moore”), who seemed to be intoxicated or having a mental health crisis.
