Under the Kentucky Penal Code, “A person is guilty of sexual abuse in the second degree when . . . [h]e or she is at least eighteen (18) years old but less than twenty-one (21) years old and subjects another person who is less than sixteen (16) years old to sexual contact.” KRS § 510.120(1)(a). A defendant convicted of this crime is required to register under Kentucky’s Sex Offender Registration Act.
