(Child) was born with traces of methamphetamine, amphetamine, and THC in his body. DCS quickly removed Child from his mother’s care on an emergency basis and petitioned for Child to be declared a child in need of services (CHINS). At the time, Father was in jail for possession of methamphetamine and for strangling Child’s mother during her pregnancy. Father admitted using methamphetamine with Child’s mother before his incarceration. After a hearing, the trial court found that Child was a CHINS.
