To make it explicit that both the lottery fund and the excess lottery fund can be utilized for early childhood education throughout West Virginia

The purpose of this bill is to provide that funds from the Lottery Education Fund, the State Lottery fund, and the Excess Lottery Fund be used for childhood education in the state.
