Since his incarceration, Mayberry has initiated a number of lawsuits in which he is representing himself. Between August 2022 and December 2022 (the period relevant to this appeal), Mayberry submitted multiple parcels of legal mail to DOC staff for delivery via U.S. mail. [4] By statute, DOC must provide indigent prisoners with free stationery, envelopes, and postage for legal correspondence.
