(born December 2016) (collectively, the “Children”).2 In November 2017, the Switzerland County Department of Child Services (“DCS”) filed a petition alleging that the Children were Children in Need of Services (“CHINS”) due to neglect. At that time, Mother was caring for the Children while Father was incarcerated on a probation violation after having served time for a forgery conviction.
