Requires persons convicted of certain driving offenses to comply with ISA device requirements; prohibits eligible offender from operating motor vehicle without installation of ISA device; provides exception; provides requirements for eligible offender, ISA device & its data, DHSMV, & ISA device manufacturer, installer, & provider; requires background check for certain persons; provides for reinstatement of eligible offender's driving privilege; provides immunity from liability for motor vehicle manufacturers, distributors, & retailers.
