In May of 2019, the Indiana Department of Child Services (“DCS) received reports that Child and her siblings: were visibly dirty; arrived at school with dog feces on them; rode bicycles, unsupervised, in the middle of a busy state road; stole food from a gas station; asked gas station customers for money; stole bicycles; and tampered with mailboxes.
