On June 19, 2021, Shea was involved in a motor vehicle accident and sustained
injuries. Officer Joel Paschen with the South Bend Police Department arrived
at the scene and provided medical aid to Shea. Officer Paschen observed that
Shea was “open carrying” a handgun on his hip. Tr. at 5. Officer Paschen
removed the firearm and, for safety purposes, placed it in his car.
