In December of 2022, Child was born addicted to fentanyl. Child suffered
withdrawal symptoms requiring his hospitalization for fifteen days. Mother
was placed in an intensive care unit due to her withdrawal from fentanyl and
was discharged to an inpatient substance abuse treatment facility. Child was
initially placed with a family member, but that placement failed and, when he
was six weeks old, Child was sent to a foster home. 1
On January 17, 2023, DCS alleged that Child was a Child in Need of Services
(“CHINS”) due to parental neglect.
